I suspect they're all as bad as each other; taking out huge loans, on the premise of fixing the infrastructure, but actually chucking it all at their shareholders in dividends and bonuses to manglement, then pleading poverty when the poor state of their water and sewage systems come to light.

I have to admit, I don't see your argument, here. Titles can and do contract other established newsprint media firms to produce their copy for them; The Independent, for example, was printed by Reach (nee. Trinity Mirror) until it went completely online.
