It’s means they have had legal authorization at some point in time. Not that they have it.
My point was you can have a SSN and not have legal status to be in the USA. And you definitely don’t need to be a citizen to get one.
They don’t take away your SSN when your visa runs out.

I have a SSN from when I entered the USA on a working visa. I am not a citizen.

You can definitely have an SSN and be illegal. Such as coming on a work visa and overstaying.
