Yes, paper trails are essential. I remember a housing association tried to go back on their promises, by having a clear record a good friend avoided the worst of their eviction (75 units of vulnerable households).
They still made significant profits, but not at the expense of residents.

Exactly. It's why precursors to Agile like DSDM work so well, it's not the management method that works, and so often abused, but the close proximity of relevant individuals.
