For me, a good rule of thumb is "How would the liberal SCOTUS justices vote if Obama tried to do this (and Trump didn't)?" This particular scheme seems like a solid 3-0 "Absolutely not." Maybe the Speaker of the House/Double Resignation gambit gets a pity vote.

Price increases aren't necessarily welfare decreasing. It depends on who the buyer and seller are; in this case, if "leisure traveler" and "inattentive seller" have ~equal welfare weights, that's basically a wash, no? Interesting paper!

1. Policies and circumstances held constant, Haley would have destroyed any Dem (setting aside the problem that she couldn't win the primary). 2. Globally, incumbents polled just fine in 2020. They only cratered once the 2021+ pandemic inflation hit.
