Interestingly, government guidance on settlement (indefinite leave to remain) for refugees does not reference method of entry in its guidance on character, conduct & associations - see page 29 of pdf Character, conduct & associations www.gov.uk/government/p... Nor do rules www.gov.uk/guidance/imm...

The "good character" requirement for naturalisation is in para 1(1)(b) of Sched 2 to British Nationaity Act 1981. What it means is for the courts. But, as @colinyeo.bsky.social says, who will pay the £1630 fee knowing that their application will "normally" be refused & that they will have to appeal.
