if you want to take popularity out of the equation then think of an artist who has a nuanced mastery over their work that a non artist might have difficulty perceiving

It can mean a lot of things including just a glib aside but typically it is used to describe an artist who is whole heartedly dedicated to their work and has the respect of their peers but not necessarily the attention of a wider audience.
There can be many reasons for this

I haven’t read Astro city but the hero’s look very “heroic” in it. Top 10 seemed more of a “the invisible man is a peeping tom and wonder woman runs a dungeon” type of vibe… maybe a dick wolf type of narrative cops and seedy characters interacting ?
