one of the ways to punish or reward with a buss pass is to make it available to good kids permanently, 365... but the abusers can only use it during school term to get to and from school. and it can be done via bar code on the pass as the pass will most probably already have photo of owner

I want the good kids to not only keep the passes but be rewarded for they're good behavior, in most cases its not even bad children' no child is born bad they only emulate
