Trump only understands distributive bargaining, when there is a fixed quantity of something & two sides are fighting over how it gets distributed. Governing is integrative bargaining the two sides don't have a complete conflict of interest, & it is possible to reach mutually beneficial agreements.

There is a hierarchy.Universal is best, but for-profit is the bottom. The dividends paid to shareholders would be the savings and there are non-profit watch dogs that report on salaries.

This is the part you could argue: EARNED INCOME EXCLUSION- "We do not count the first $65 of earned income plus one–half of the amount over $65. Therefore, we reduce your SSI benefit only $1 for every $2 you earn over $65." Also enroll in the ticket to work program.

Kansas is wild! I'm in Maryland and the minimum payment is $967. If you work you lose $1 for every $2 you earn, with a $65 credit. You would have to make $1999 not to receive a monthly check, but you would still get Medicare unless your income is consistently over $2000 a month.
