Just consider the consequences on voting alone. The "west" already complains about their votes not counting in federal elections. It's a cool thought though.

Even if it wasn't doing business with a NotC, it still seems like a raw deal. 15k homes equipment cost for 100M...so each unit cost $6600. This deal needs to go in the trash bin.
