My understanding is that the US has previously bullied a number of countries into passing laws requiring them to cooperate with the US government on banking matters, under the auspices of fighting money laundering. Idk if any country would be willing to stick out their necks for Musk.

That is a folk etymology and unserious. If you actually check m-w's entry for "pussy", you'll see that it's considered more likely to descend from an Old Germanic word, as evidenced by cognates in other Germanic languages, e.g. Norse "pūss" (pocket), and Low German "pusē" (vulva).
