Taoiseach Micheal Martin has referred to the delivery of 130k homes over 5yrs (2020-25) as “a step change”. In any 2yrs between 2002-2008 the total homes delivered exceeds this (example, 175k in 2005-06) The Taoiseach is correct. It is a step change. A step backwards.
