No. Taxes are about at their highest level in peace time.
Demanding younger folk pay more so that those with a retirement and lifestyle inaccessible to nearly all of them get another £200-£300 is unconscionable.
We can't keep giving retirees £100k+ more than they put in: dependency ratio.

It's per person. If someone in the household receives >£35,000 the allowance will be recovered from them via PAYE. Every household gets it, recovered through PAYE or self-assessment from folks receiving over £35k in the household.
