Free options ro look at include Taguette QualCoder, qcoder, QDA Miner Lite, @hagman.bsky.social is expert in FLOSS CAQDAS so may be able to add

Not many free CAQDAS allow commenting without first coding. Although you can always have them create a code called “interesting” and then have them comment on each instance. Serves a similar purpose and gets them to see issue with not commenting if they don’t which can be a good learning point.
