Carney supporter here. In Canada, you pay X% on the first, say 59,000, and then you pay Y% on the next… and so on. So, everyone benefits from lower tax rates at that end. IMHO, Carney and Poilievre should have paired this with higher tax rates at the higher end.

I'm not a Poilievre fan, but in truth, everyone, including the wealthy, will benefit from the first $57 K. Tax rates are incremental.
