thank you, that makes some sense to me now. but i agree with you (or the implication i took from your mention of "relative") that it should probably be expressed as a percentage of the actual housing stock. otherwise we would (probably) say housing shortage even bigger in US (>300mn pop)

what does it mean to say that Ontario has a shortage of 471k houses? anyone who wants to buy a house can obtain one if they bid high enough. so it's not a shortage in the normal econ101 sense.
