I think people are kinda missing the point of what Trump is talking about by dismantling FEMA. His vision is clearly that the federal government helps red states and lets blue states fend for themselves. Trump is not going to screw over red states, but he'll gladly punish blue ones.

This, from the AP, reflects a deep misunderstanding. Citizens of Native nations were excepted from the 14A's guarantee of birthright citizenship for very specific reasons. Namely, tribal sovereignty and treaty promises that the US would not impose citizenship on them absent consent.
