As @graphicmatt.com has pointed out, the looming repairs on the NPS parking lot will be a political football ($100 million!) Finding ways to mitigate that and use the space differently should for sure be explored

Some people would have increased amounts of property tax to pay but those would be offset by people who get a decrease. For city hall it's a revenue neutral process.
