That is optimistic. The guy that sees bankruptcy as a genius business move is just as likely to use tariff threats to insider trade, make "deals" with desperate nations with his family getting real estate in the back end, and any other number of self-dealings. His citizens come last.

Seems kind of inbreedy to me, but I'm an outsider. I can understand the desire to insulate and reinforce a particular set of beliefs within a community, but I'm not as comfortable with pushing that outside the group. The control would have to be very tight.
