Look at what other countries are doing. If you can get entire States on board, then ties to employment could be eliminated. This would allow employees to change jobs without fear of losing their healthcare and create a stronger workforce.

-If you plan on introducing a form of Universal Healthcare, you should start small. Unionized businesses is a good place to start. Some of the smaller N Eastern States may want to participate.
