Calling a lot of it Mexico is a stretch. Places like New Mexico, Arizona, Utah were abandoned and ungoverned letting the people there fend for their own. Between the beginning of the revolution against Spain and the US taking over they were only on theory Mexican.

Utah is demoted to a territory until the church has less influence
