In my company at least, designers are 100% blueprints and programmers are like 80% c++ 20% blueprints. Some blueprints are eventually re-written into c++ but many aren't. This video was very helpful to me when I was starting out: youtu.be/VMZftEVDuCE

(you can post a chain of things at once?!) Developing on the NES isn't too bad really (though I wasn't doing anything complicated like side scrolling). nesdev.org has all the resources if you want to do it the way i did but I understand there are IDEs and stuff now that might be easier.
