Amsterdam is doing a very good job of upgrading all of their cycle infrastructure, street by street, block by block. However even decades old cycleways that are narrow and paved do still do a good job of keeping everyone, of all ages, safe on their bikes

I think there's also a few things going on here. People also lump in military assistance with foreign aid, so Ukraine, Israel, et al. even though those are military and not USAID type support. Second, they are ideologically opposed to helping anyone except at the point of a gun.
