+1 - I have data about the NSF DDRIG program for political science that shows that it didn't matter whether an applicant won the grant or almost won the grant, TT placement was largely explained by PhD program rank

(1) FinCEN chose to do both an ANPRM and a PNRM and split it across 3 separate rulemakings (2) a lot of the complexities that were considered for the bill itself were excluded and kicked to rule making - it was not new ground (3) the first proposed bill was in 2008 & many versions adressed issues

The courts have been mixed, with many rejecting opponents’ arguments or overturning stays from lower courts. Tbh it’s largely on the Biden admin for slow walking the rule-making process.

Yes exactly. The CTA was part of a larger AML bill that was also part of a bigger defense spending package, with the log rolling being another political tactic to get the beneficial ownership registry over the line. It's rare for the US defense spending bill to be vetoed: www.npr.org/2021/01/01/9...

His administration negotiated what was included in the final bill that he ultimately vetoed to the national defense authorization act that included the corporate transparency act, which was overridden by Congress on January 1, 2021

The law clearly states that corporate entities created by filing a document with a state Secretary of State or an Indian tribe are reporting companies under the corporate transparency act. Yet another instance of flouting congressional will.
