Here's a common and painfully awkward reminder of the non-observability of intentions: if you've ever seen someone waving and you thought they were waving *at you*, so you wave back, only to realize that they're waving at someone behind you.

Are you talking about perceiving the difference between an intentional action and an accident, or are you talking about perceiving what someone intends? I agree that accidents look different from non-accidents, but there are plenty of intentional actions whose contents are perceptually ambiguous.

I suspect that this is how many good papers end up bouncing around journals for far too long. If that's happening to you, think about whether you can reframe what you're doing so that you'll draw different reviewers. If you're a reviewer doing this - try being less of a jerk, or just decline 💅

The next set of reviews were much less hostile and sloppy. Yada yada yada, the paper just got accepted.
Could be a coincidence, but I think what happened was the keyword was funneling their paper towards reviewers who were either ideologically entrenched or just plain sick of the topic.
