The law doesn't provide for a private right of action (private enforcement). It only provides for enforcement by the DOJ.

Well, lawsuits can be filed, but the law can apparently be enforced only by the federal government (DOJ). If the DOJ under Trump says that it will not be enforced, I doubt that the courts would find that someone have standing to sue the DOJ for not enforcing it, given the enforcement discretion.

No, you are wrong. Read about enforcement discretion. Or at least this article: "Justice Brett Kavanaugh questioned Solicitor General Elizabeth Prelogar on Friday about that possibility, and Prelogar acknowledged Trump could order it not to be enforced"
