Yes and, NOAA does not just benefit insurance through "feeding actuarial models." Insurance works best when people are aware of extreme hazards and can work to reduce them (move car inside before hailstorm, put on hurricane shutters). It benefits insurance to make sure everyone has good data.

Also, fun fact, the USPS ‘was’ profitable. Then, in 2006, Republicans forced them to prefund their pension plan by like 75 years in an effort to make them unprofitable and sell them off. Only the first part worked. When Dems finally undid their the pension problem in ‘22, guess what happened.
