Special Order 40 telling LAPD officers to not "arrest nor book persons for violation of title 8, section 1325 of the United States Immigration code" was signed by well-known bleeding heart Daryl Gates in 1978.

In just the City of Los Angeles you have the LAPD, LASD, LA School Police, Airport Police, Port Police, CalState Police, UC Police, LA Park Rangers, Exposition Park Police, Highway Patrol, and probably a few others I'm forgetting. And that's not including feds or the other 80 cities in LA County.

I work for he government, so frequently there were news stories and Congressional hearings before the new annoying training,
You can probably guess the event that happened not long before the time we got new training emphasizing not taking home secret government documents.
