Only since Nixon in my reckoning. Republicans were still the party favored by civil rights leaders through the 1960s. The political differences between the two parties are just completely different when you go further back than the "southern strategy" 1970s.

Philly is also way poorer so $9 is unlikely to be appropriate. Monetarily, is it worth the hassle to charge a more realistic $3-5? Fully possible that the benefits pencil out over a long enough timeline that rushing into it is ill-advised, unless it's directly tied to tangibly improving SEPTA.

Philly's CBD is clearly defined and sectioned off by rivers on two sides, so enforcement would be straightforward. It would be a massive lift politically - this city adores cars even though fully 1/3 of households here don't even have one.

A virtuous cycle of making RR better and increasing ridership has to start somewhere. Highway tolls that fund regional transit is a great first step.

Agreed. An attractive destination for RR riders to use in the evening should was the good part of an arena in that location vs. any other transit-oriented use case.

The more other people that drive, the less useful your car is. If you love driving or actually need to drive, you should champion infrastructure that gets people out of your way, like cycle lanes and robust public transit. The only solution to traffic is giving people good options besides driving.

Here's the thing - on these Dutch roads, driving is actually *better* because of the bike infrastructure, not in spite of it. Because cycling is easy and convenient, not every single asshole in the city is trying to drive absolutely everywhere for every trip and fighting for parking.
