'State' can mean 'political subdivision of the United States of America' and I think it's safe to assume that's what's meant here. It can also be a synonym for 'country', so this can also be interpreted as 'Canada is not a country'.

Re last Reboost. That's only valid if the Constitution is still functioning. It isn't. What the US is now is a form of arbitrary mob rule that uses the Constitution as it feels like it.

I'm thinking the main reason people get so upset about speed cameras is that most cops can't be arsed to ticket you unless you're going way over the speed limit. As a result, people think they're allowed to treat the maximum as a minimum (more like a lower bound on the minimum, actually).
