'State' can mean 'political subdivision of the United States of America' and I think it's safe to assume that's what's meant here. It can also be a synonym for 'country', so this can also be interpreted as 'Canada is not a country'.

I'm thinking the main reason people get so upset about speed cameras is that most cops can't be arsed to ticket you unless you're going way over the speed limit. As a result, people think they're allowed to treat the maximum as a minimum (more like a lower bound on the minimum, actually).

Valour FC drawing vs Vancouver Whitecaps seems pretty significant. We've seen #CanPL teams go toe-to-toe with MLS teams a bunch, sometimes even winning against them, but I'm sure anyone expected Valour to be one of those teams, given that their CPL playoff drought is as old as the league.
