A TRO is an emergency motion that imposes temporary relief that only lasts couple of weeks until there's a full hearing for an injunction. It is anything but unusual for a judge to be vocally unthrilled about a motion to put something that happened 2 or 3 weeks ago on hold for 2 or 3 weeks.
