My understanding is that ICE employees had the Fork in the Road email revoked and the offer rescinded. Not so for folks in the immigration court. If they actually slashed 70% of the immigration court workforce, the imm. court system would grind to a halt.

Congress DIRECTED the President to allocate funds in specific ways. E.g. "assistance under this subsection shall be used primarily for basic integrated health services" §104c1. The president is bound "to take care that the laws be faithfully executed." He has no authority to delete an agency. /3

#USAID is an agency empowered by Congress under the Foreign Assistance Act of 1961. Its mission includes poverty alleviation (§102a1) as well as programs aimed at hunger (§103a1A) and healthcare and disease-prevention (§104c), among many others. /2
