The only thing that occurs to me - not very convincing - is that someone added X amount of ground beef AND X amount of ground sausage, thus doubling the optimal meat content of the dish. I can think of no reason you couldn't mix 1/2X meat with 1/2X sausage if the dish is OK with either.
