It's even dumber. Staten Island is also an island in NYC. the only way to drive into it requires paying a toll. People complained about this for decades but no one claimed it was illegal. Even if you think it's wrong to do this for only one part of an island, we can toll all Manhattan crossings

"Buying cars in neighboring states" is not a reason. it's already illegal to register a non-50 state emissions car with fewer than 10,000 miles or whatever the number is in NJ, that's how this would be enforced as well
