Usually the best way to start it's just by picking a suit you think looks cool but I recommend these two:
W (2009): Cool and over the top detective series
Build (2018): Described once as "a heated drama between men" by toei, objectively speaking it's the season with the best writing

Nope! But he certainly had some blame especially when it came to budget, like how half of the original cast left after asking for a raise or how the legendary battle turned out to be

It all depends on taste, usually the best choice is to start with the series which you think has the best designs/costumes
When it comes to movies Shin Kamen Rider it's the first that comes to mind but I would also recomend Kamen Rider ZO to get what makes these shows special
