I thought he was a student? I was a D.S.O. for 20 years (Issued form I20). You can't attend school on a B1/B2 tourist visa. You can't transfer from a B1/B2 to an F1/M1 without leaving the country & going back through the US Embassy in the students home country. 9/11 bunch of them came in on B1/B2.
