American enlisted army soldier 1996-2001 here , had it drilled into us that we follow lawful orders. Much discussion about this amongst joes , at least in training.

Very interesting. There's a report of my favorite protein (Huntingtin) interacting with the TC-NER as well: pubmed.ncbi.nlm.nih.gov/30994454/ Which is super interesting, but it always struck me that this complex is super well studied, why never noticed. Have you seen HTT in TCNER?
