I'm not sure what to think of the rumored sale of the Rays. Assuming that the team would play "in a new stadium to be built" is more than just a loose end to tie up. And $1.7 B seems high based on valuations (eg, Forbes $1.25 B), even though the estimates should be interpreted cautiously.

Statements like these are frequently made by stadium proponents. Not only are claims that private entities will "make up any difference" unenforceable, they're often lies. How private owners will be on the hook for funds that don't come in from the dedicated revenue source is hard to understand.

Don't pay attention to any Atlanta NHL rumor that does not include Atlanta Braves exec Derek Schiller. His dad was president of the Thrashers (also top-brass at Turner Sports) and he worked for his dad. If the NHL comes back to Atlanta, Schiller will be heavily involved.
