Lots to share - a recurring theme is "it's not so bad - layer up, wool next to skin, studded tires are non negotiable.

The way bike lanes incentivise biking is by increasing safety. Biking is already faster downtown so what you're doing is drawing in people with a lower risk tolerance than those willing to cycle in mixed traffic.
