NIH had two tracks for the same fellowship: those from underrepresented backgrounds and those not. Both usually get funds. Rather than merge back to one track to comply with their understanding of executive orders, they essentially rejected without review all the ones on the underrepresented track.

A new program from NSF is targeting graduate fellowship money to people who received Honorable Mention on a GRFP within the past three years, who are currently enrolled in grad school in EPSCoR states. here is the solicitation: new.nsf.gov/funding/oppo... and a map of EPSCoR eligible states:

We learned with genuine sadness of the passing of famed singer/songwriter Kris Kristofferson. Cesar Chavez went backstage in the 1970s to thank Kris when he headlined fundraising concerts for the UFW. They maintained a lifelong friendship, and Kris stayed active in our movement.
