Committee chairs don't materialize out of the ether and they're not chosen by lot. If CA's Democratic leadership doesn't want to further tarnish the party's brand, they can put someone else in charge. Or leg leadership can just pull bills out of committee.

It's other folks who are cowardly. Mitch McConnell had the chance to permanently impeach him; he passed the buck to the judiciary. The judiciary passed the buck to the electorate. The electorate gleefully embraced a rabid conman. Now congress is folding like a tent. We're surrounded by cowards.
