There is no reason to pretend, that democracy still exists in the US. Such pretense would only be in the interest of those who dismantled it.

A lot of this has to do with the fact(s) that 1) not enough money, 2) too little time to assess applications (everyone applies all the time), and 3) legal requirements (safer to make rejections generic).
