Concensus of comments seems to be this looks like a privatization scheme where US sells property to private entities then US leases it back, creating regular transfer of public (taxpayer) funds to private entities. Also, later, potentially, entity could just refuse to lease.

Two-party system also can make impeachment process inefficient or ineffective. You need the House to start the process and then 2/3 majority of Senate (who conducts trial) to agree to impeach.
