People with this desire for control are hard to understand, but seem to see themselves as lords over lesser serfs. They can be benevolent-my neighbor can be very kind-but they need to be in charge.

When my dad was dying, a neighbor who was buying up properties around us ran up to me and asked, "Are you keeping the house when your dad dies?" She wanted it. Heard from her family that she wanted to control who lived around her.

They still take taxes out, even if you're below that amount. Including Medicare and Social Security. But you might get it back as a refund at the end of the year.
