Like can the locker rooms be designed in such a way that when the stadium is not in use they can double as public bathrooms with showers? I'd bet there are few if any private companies that design a stadium which invites unhoused ppl to come hang out and have access to hygiene services.

Depends what you mean by fully utilized. Dal is almost always in use either through rentals, school teams and/or community using it as a 3rd space. If the city is building a stadium on its own land next to its own ROW it can do (almost) literally anything. Imagination/cost is the only real limit.

Also if it were city owned/built they could get real creative and shut down Sackville from Summer to Bell and build in a little downtown destination transit hub

As a local rec sportman, I personally disagree. I would love a small public stadium that could be used by local teams for big games and be a second largish concert venue. I think we're rich enough as a country to afford quality of life frivolity like this
