Every office has staff without whom you could sustain a basic level of functionality for a week or two if you absolutely had to. That doesn’t mean it wouldn’t cause serious problems if you got rid of those positions permanently.

Musk somehow thinks that he's the first person to ever think of doing bureaucratic oversight. That Congress never holds hearings, that GAO never publishes reports, that Inspector Generals never conduct investigations. That, in short, the world didn't exist before Elon Musk imagined it.
