Two things can be true: 1) HS NAEP is not the most useful test for researchers. It tends to require additional analyses/assumptions (eg Blagg & Chingos). 2) Abruptly cutting it does not portend efficiencies that benefit other efforts to assess educational progress. This is death by a thousand cuts.
