I think the argument is more along the lines of ‘if millions of us do it, and they’re trying to downsize or abolish the IRS, then they can’t possibly actually come after a sizable portion of people with an audit’. But yeah, the 1% are in a better place to make this bet

Not everyone overpays. In fact, if you do, you’re probably doing it wrong - why give the government an interest-free loan? Otherwise, it would require manually adjusting the deductions on your W-4, which would be tax fraud…but I guess tax evasion, tax fraud…tomato/tomahto
