In the current House version, they only spell out $1.5 trillion in cuts ($880 bn in E&C, plus more) - but for every dollar below $2 trillion they get a dollar less in tax cuts. So not only do deeper cuts beyond $2 trillion buy them extra tax cuts, they get punished for doing “only” $1.5 trillion.
