Depends on context, as "tempo" gets used differently, but in a vacuum I would interpret it as "strike before your opponent gets an opportunity to either strike or deflect"

I agree, but I feel the more pertinent question is how to present the joke in such a way that it’s not exclusionary. Something here about the core of humor is othering and how to make the outgroup those who will never be hurt by it.
