in the american system, the president may represent a national electorate but this does not imbue him with anything other than rhetorical power. he must still negotiate with congress, which represents particular constituencies, and heed the courts, who determine what the law is.

really cannot overstate how poisonous the demographics as destiny shit was. creating a sense of apathy, of unearned sense of security and success, and also an attitude that was frequently condescending and dismissive to the demographics they were relying on for that destiny in the first place
